The bubbler is a small tank of water, which provides a safety feature to the cell.

In case of backfire from the engine (very low chance), the fire will reach to the water in the bubbler and stops there. instead spreading into the cell, where there is a large amount of flammable gas, the fire stops at the bubbler, popping the cup in the worst case.

My recommendation : do not skip this step.
